The question behind the interface
A form-first journey asks for personal details before explaining eligibility or required documents. Someone may begin an application they cannot complete or decide not to begin because the effort is unclear. Those possible responses should be investigated rather than presented as observed public behaviour.

Offer a short preparation step, a plain-language document checklist and an explanation of save-and-return before the form.

How we would investigate it
Ask participants with relevant levels of digital confidence to explain whether the application suits the scenario and what they need to prepare. Use fictional circumstances. Include access needs and assisted routes in recruitment and task planning.
Before recruiting, we would agree the decision the study must support, the people whose experience matters and a realistic task. The session plan would specify a safe starting state and avoid leading the participant towards the proposed solution. Relevant access needs, consent and handling of research material would be included in the scope.
The tradeoff to examine
An eligibility summary must not exclude somebody entitled to apply. The responsible service owner must approve policy wording and exceptions. A save-and-return concept needs a clear explanation of identity, expiry and recovery; it should not promise functionality that has not been built.
What would count as useful evidence?
Understanding of relevance, document requirements and available help; ability to recover from a missing item or incomplete session.
Record the actions, misunderstandings and assistance required. Keep participant comments separate from interpretation and show important exceptions as well as patterns. A revised design would remain a proposal until it had been evaluated; task completion in a small qualitative study would not establish a population-wide conversion rate.
What this example leaves open
No participants were recruited for this scenario, and no improvement or commercial outcome has been measured. The screens explain an approach. In an actual engagement, the evidence could support a different recommendation, expose a constraint not visible here or show that another problem deserves priority.
